A history-changing new Security Council (SC) report circulating in the Kremlin today first noting Venezuelan President Nicolas Maduro declared a national state of emergency after the United States launched a massive attack on his South American nation, says Venezuelan Defense Minister Vladimir Padrino López then announced a deployment of military forces across the country in a video posted to social media early Saturday, shortly after which media reports claimed that Lopez had been killed in the American airstrikes.

Quickly following President Trump posting his announcement, this report continues, top Republican Party lawmaker United States Senator Mike Lee revealed that Secretary of State Marco Rubio told him: “Maduro has been arrested by US personnel to stand trial on criminal charges in the US, and the kinetic action we saw tonight was deployed to protect and defend those executing the arrest warrant”, after which Senator Lee posted his concerns: “I look forward to learning what, if anything, might constitutionally justify this action in the absence of a declaration of war or authorization for the use of military force”.
Two months prior to the United States launching its special military operation to liberate Venezuela, this report details, President Trump released the document “National Security Strategy Of The United States of America”, wherein it proclaimed:
The days of the United States propping up the entire world order like Atlas are over.
First and foremost, we want the continued survival and safety of the United States as an independent, sovereign republic whose government secures the God-given natural rights of its citizens and prioritizes their well-being and interests.

We want to ensure that the Western Hemisphere remains reasonably stable and well-governed enough to prevent and discourage mass migration to the United States; we want a Hemisphere whose governments cooperate with us against narco-terrorists, cartels, and other transnational criminal organizations; we want a Hemisphere that remains free of hostile foreign incursion or ownership of key assets, and that supports critical supply chains; and we want to ensure our continued access to key strategic locations.
In other words, we will assert and enforce a “Trump Corollary” to the Monroe Doctrine.
Seven months prior to the Russian Federation launching its special military operation to liberate Ukraine, this report notes, President Putin released the document “Strategy Of National Security Of The Russian Federation”, wherein it proclaimed:
The modern world is undergoing a period of transformation.
The increase in the number of centers of world economic and political development, the strengthening of the positions of new global and regional leading countries lead to changes in the structure of the world order, the formation of new architecture, rules and principles of the world order.
The military-political situation in the world is characterized by the formation of new global and regional centers of power, aggravation of the struggle between them for spheres of influence.
The importance of military force as an instrument of achieving geopolitical goals by the subjects of international relations is increasing.
Like President Trump created a sphere of influence national security strategy to “secure the God-given natural rights of its citizens” in the Western Hemisphere, this report continues, the Carnegie Endowment for International Peace organization assessed in 2021: “Russia’s new, forty-four-page National Security Strategy signed by President Vladimir Putin on July 2 is a remarkable document....The strategy lays out a view of a world undergoing transformation and turmoil...The hegemony of the West, it concludes, is on the way out, but that is leading to more conflicts, and more serious ones at that...The strategy does not ignore the moral and ethical aspects of national security...It provides a list of traditional Russian values and discusses them at length...It sees these values as being under attack through Westernization, which threatens to rob the Russians of their cultural sovereignty, and through attempts to vilify Russia by rewriting history...In sum, the paper marks an important milestone in Russia’s official abandonment of the liberal phraseology of the 1990s and its replacement with a moral code rooted in the country’s own traditions”.
With President Trump and President Putin both launching special military operations to protect their spheres of influence, this report concludes, their actions join the Russian Orthodox Church decree “Order Of The XXV World Russian People's Council: The Present And Future Of The Russian World” published on 27 March 2024, wherein it officially proclaimed:

Russia must become a refuge state for all compatriots of the world suffering from the onslaught of Western globalism, wars and discrimination.
In addition to our compatriots, our country can become a refuge for millions of foreigners who defend traditional values, are loyal to Russia and are ready for linguistic and cultural integration in our country.
